The Capitalist Country of Panem

President Snow, in the Hunger Games, is a complete monster.  The Capitol, where he lives, is a monster in itself.  It is driven by greed and power (expropriation and exploitation).  All the districts provide things to the Capitol and in return, they are provided with food.  Depending on how much the Capitol values the goods being provided, the more food and better shape the district is in.  For example, District One provides jewelry and District Two provides weapons and Peacekeepers.  Therefore, the Capitol treats much better than District Twelve, which provides the Capitol with coal.  The inhabitants of the Capitol eat and eat until they are so full they have to take pills to vomit, which enables them to continue eating.  Whereas, the inhabitants of District Twelve have to struggle for food or essentially risk their lives for more food.

The districts are kept under control with the power of fear, which resembles Class Discipline.  The Hunger Games is essentially a sacrifice of 23 tributes from the districts.  Along with the games, there are Peacekeepers in each district that enforce the laws in any way they see fit.  District 12 didn’t have very strict Peacekeepers until the third book, and then they go around hitting, shooting and whipping people as punishment and instilling fear in the community.


President Snow, who is in charge of the Capitol and all the districts, is exceptionally monstrous.  He is driven by power, so much so **SPOILERS** that he poisons all the people that could potentially take it from him.  When the districts begin to believe in their power to overthrow the Capitol, President Snow sets out on a mission to have the driving force (Katniss) killed.
